Easiest would be to edit .txt file responsible for item stats, and reduce the ammount of ammo of all the quivers to one.
Other than that, I'm afraid people wouldn't make pure-melee mode, because AI is too DUMB for just melee.

It wouldn't be too hard, go use a tool like Morgh's Editor to edit your mod's text files.  Usually, I wouldn't recommend it to people, but since you're just looking to tweak around some units I'd say it'd be pretty handy.

From there, you can either:

A. Change all ranged units

or

B. Delete all ranged units

You can learn using the good old module system. It makes codes into a readable format, and you'll only need python to be able to read those.

You can manage troop inventory, troop stats. You can even make items to not be able bought if you want.
