As a Great Long Axe user (MW has 92 speed) I notice sometimes I can hit incredibly fast. Think that's what they call hiltslash. Requires being really close and some footwork though, I haven't figured it out enough to use consistently.
Yet I also should notice that 1h and 2h can do incredibly fast hits as well, so... hard to tell what is most OP.

Thanks for that explanation! Well then there are several players who can do so on a regular base. On EU servers f.e. Pepel, Elmuri, Tor(the first one where i noticed it years ago), Nokeyboard and a few more. They all have fairly high athletics so they can position themselves to the left/right and "slightly behind" of their opponents and then left/right swing while face hugging. There is not much more to it. Works like in 70-80% of all cases and is pretty much without any animation, just the sound that you got hit and the dumb feeling that something just went wrong without being able to point the finger onto it.
Now the question is, is this "animation abuse" or is it a viable tactic? Is it something which could be changed by stats adjustment or only by also adjusting the swing animations of polearms?
Also no argument that 1h is and but also should be powerfull because of speed. Therefor 1h has less reach and less damage. For me the question is more shouldnt 2h/pole have more problems in movement speed because of longer and heavier weapons they use then 1h(1h/shield, the shield already gives restrictions in several ways in terms of weapon and movemetn speed)
