It's as ridicilous idea as a secondary melee bow.
Show me videos with average figthers are chambering arrows, and tell me how many of them survive that.

Its already in game. Quite difficult timing wise, but it can be done even with a bow.

You can't block, you can chamber missiles by drawing at the right time. I know because I've done it against Kesh.
