Make Child Boards for Faction Hall

Faction Hall should have two child boards, one for NA and one for EU. Those that play both NA and EU should have the main Faction Hall board. That's all.

btw : Language Boards should have some child boards, too.

I'm surprised nobody else supports this. I always hear people complaining what a cluster fu... the faction hall is.
