Go 18/18 or 15/21.

Powerdraw, Powerstrike, weaponmaster as high as possible. Athletics next, rest into Ironflesh.  For wpf, put 50 wpf in 1h or 2h and the rest into archery.

I recommend the Horn bow + 2 quivers of bodkins + 1slot-1h/2h.

Going for the minimum WPF in archery is not a good idea at all you should never go under 140 in my oppinion. So take a look at this build for a hybrid archer at lvl 30 i would use a Mace, Fighting axe or a Langes messer as a meele weapon That way you can carry Rus or Longbow and one stack.

    Strength: 18
    Agility: 18

    Ironflesh: 5
    Power Strike: 6
    Athletics: 6
    Power Draw: 6
    Weapon Master: 6

    Two Handed: 60
    Archery: 150

But if you relly want to combine good meele with ranged i would considder crossbow.

Crossbow is more adequate for a mele/ranged hybrid because unless you have loomed weapons you will not be making any damage to someone with more than 50 armor which is common.
If you want an archer who can fight in mele you should use a  1 longbow/rusbow + 1 arrow bag (you have 24 unloomed) + 1 slot weapon (lange messer), like Guard_tenne.
1 longbow/rusbow + 1 arrow is more effective and less expensive than 1 horn bow  + 2 bodkin pack.

With that and 6 PD you will make good damage with your bow and can switch to a lange messer for glory.

That's something new...
Well, I agree that this combo is less expensive, but effective?

About archery wpf, main rule - more you have effective wpf -  better is your rate of fire, accuracy and damage output. For me medium distance shots is possible with at least 75 effective wpf in archery.
For example, with 5 pd and 150 wpf you'll have 80 efective wpf in archery. That's quite good for your repair bills too, and leave you some wpf for melee with standart 15\21 archer hybrid build.
