If horse bumps can kill/damage other players,  I don't see any reason riding a horse 15mph into a tree or house wouldn't cause severe or lethal damage to the horse.

there are pretty much zero drawbacks from being cav despite what some people try to conjur up in their defense

Should be considered, yes. Also knockback times from a bump should be increased to about 3-6 seconds depending on horse and speed to make it more realistic.
