It's not balance topic because it's just speculation, but this can have huge impact on gameplay.
First, let me tell you about strength melee builds. They are completely unbalanced and the most noob friendly thing this mod has to offer. They completely change somewhat realistic mod into battle of armored suits, like Mechwarrior or Armored Core series. They are moving slowly, they swing slowly but in slow mod like cRPG is these days, they have way more advantages than bad things about them. Few glances and lucky chamber here and there and random noob will seem godlike in full plate, using full str build and a twohanded weapon.
After a long time you finally realized that strength builds are OP so you decided to make some changes. Based on what I read, you're going to create counter class, actually that will be return of old cRPG high wpp spammer.
Analogy to what you're going to do is this: there is a huge fire, eating everything in it's path. To stop it you're going to create a tsunami to extinguish the fire.
Instead of having one bullshit build, we'll have two bullshit builds. Full agi build is in right place atm, amount of players who use that is super tiny which is normal because it's extreme build. Strength build aren't where they should be. In most cases I'm against nerfs, but that's the only way to fix str builds because they don't belong in game like Warband.
Your solution isn't going to fix anything, it's just going to create more problems. It will be nerf to hybrids and builds most people use atm, you're going to force people to stack wpf but that won't decrease number of strength builds that much. Results will be a lot of no skill, low ping spammers which is the same thing as high str noobs.
