Ping spikes

I have just been getting really strange ping spikes on the EU DTV server. My ping will be a normal 50-80, then out of the blue about 400-500 even as high as 800, Then it will disapear again. I have also been DC'ed from the server twice aswell.

Now for extra info.

im the only person on my internet atm.
This only just started happening.
I only have ts, char page and the game open using the internet.

This sounds exactly like my problem, I can only think it's the ISP's issue but I've been trying to do a number of things to fix it. My ping spikes go from my playable 60-80 ping to spiking as high as 800, but this is on NA servers.

Due to my situation it's not easy to just call the ISP since it's technically my roomates internet.
