What is the deal with buying a banner?

I'm trying to auction and everytime i place a bid it says i'm getting out bid. But the original price was 30 k less than my final bid I offered. 

1. Is it just messed up and should i stop bidding??

2. Is there another way to just outright purchase a banner??

1. As long as the maximum bid of the highest bidder is higher than yours it will automatically overbid you by 1.
