How can i resolve this bug.
I reinstaled the game and i have the same problem

 i don't know how to explain it, but when i try to attack the character is not reacting with my mouse movements

I think that is intended, to prevent the super crazy spinning moves that can be done without it.

Just like Teeth said, that's how the game is designed. No matter how fast you turn your mouse, your character has a maximum turn rate when attacking and blocking.

hmmm.  i'm playing for a very long time and i did'n notice this huge delay, 
i remember i had the same problem once, reinstaled the game and for me the problem was solved .The delay was there but not like this

who knows maybe is only in my head  :)

Lag. Check it with your ISP.

I'm used to it but sometimes it fixes itself. Sadly that never lasts long.

That's not lag, it's exactly the same if you host a local server.
The newest 1.15x Warband updates decreased turning speed, so if you don't use the launcher you might experience (client-side) slower speed.

Sngleplayer has this kind of "delay" not CRPG or native MP

They added this "feature" long time ago in warband to avoid "rolfcopters" in native. The best you can do is tune your sensivity  so it never goes over the max turning speed ingame. And its not a delay, its just a max speed the game will track for mouse movement.
"if you can't handle waiting a few minutes now and then, this game is not for you"
