1. Try gamebooster - works for a lot of people.
2. Saw somewhere that it may help if you bring up task manager>>right click arma2 on the process tree>> set priority to high.
3. Try different servers. For whatever reason some servers are laggy as hell for me and some are smoooooth. I cant see a trend behind this, just seems to be random.

Gamebooster only does things you can do to your computer as well.

Just automatic, I wouldn't pay a damn thing for that.

1.gamebooster doesnt help
2.already did that        i read that setting it to realtime priority helps but i cant do that cuz when i press set it to realtime its says blah blah blah fuck you and sets only to high.And it does not help.
3.i tried different servers still the same.....

only thing taht seems to matter is restarting laptop or steam  for some time i get 20/25 fps which drop to 9 from time to time..... and after a while it starts to fuck again.

No wonder you get bad FPS... Have you checked the temperature though? Get HWMonitor, run it and see how the temperatures are IDLE, then go in game and see how they are when you start to have FPS drop.
