Game has started to stutter and flicker

So, about a week ago my game started to be very laggy with some screen flickering also. It has been running fine for months. When I move the view around it's like it stutters a little bit. Also if I scroll forward or backwards some horizontal bars of distortion (about 5mm thick) appear, one or two of them around the middle third of the screen. I have tried a new graphics card, new mother board, new hard drive, new mouse, new keyboard, tried a different monitor, different processor. None of these have improved it. My ping is around 35 and stable but my fps which used to be stable at 120 now jumps anywhere between that and 45. Some times in windows my cursor stutters and I'm wondering if it's related to the problem.

I've noticed a lot of flickering when i have the choose equipment screen open, the equipment flickers and the players chat text also flickers.

Anyone who can help me out with this will have my eternal gratitude.

horizontal bars sounds like this http://en.wikipedia.org/wiki/Screen_tearing try to play with vertical synch on from settings.

verticle sync just make the game unplayable with something like lag

would be worthwhile to do reinstall video card drivers.  If you have Nvidia card, make sure you select the option 'CLEAN INSTALL' which will remove old driver versions from interfering.

If you are using ANY mods, you should prob temporarily stop to help try and narrow down the culprit

Do you have it since one of the last Warband patches? I have these effects in the Napoleonic Wars DLC very often. Maybe its a problem with the new patches?
