Most deadly/accurate throwing build from ~20-30 ft (with shields)

not sure if it is of any help to you, but my thower is using extreme strength, only lvl 24 but, 24/4, 7 powerstrike, 7 power throw, 8? ironflesh.
pretty powerful, but bloody slow.

Oof.  Well, you might be disappointed, because throwing (IMO) is in a pretty weak place right now, especially giving the ammo limitations.  You are probably much better off going a melee oriented build with a little throwing added in.

I've never gone dedicated thrower though so there are probably others with more worthwhile opinions to listen to.

If the enemy isn't already injured you will probably be throwing 3 or more of the better throwing weapons into them for a kill. It really only comes into play near the end of the fight when most people are low on hp. I did a decent 21/15 build with 4 shield 6ps and 7pt a while ago. Accuracy is pretty much 20 feet or less. Any further of a throw is pretty much instinct and luck.
