Well if you want a server to train , what's the point of asking XP / Gold ? 
Just keep it running for practice ... with TFO , NA80 and NA100 , it's already enough servers to split NA players... we usually get 1 server full , 1 half and 1 empty .. adding a 4th for XP / Gold is pointless imo. So i think you should only have that server for practice or clan battles
there is that audience that digs low cap servers you know. To cut down on the random range hits and bum rushing of 40 huscarlers on ones face
