I've heard good things about Ableton Live, however i didn't understand a thing how it worked, even after watching tutorials. But I guess you'd really need a usb keyboard to create track, which I dont have.

Don't really need a MIDI keyboard to make tracks, but it sure makes it easier.

Ability to increase/decrease tempo/octave/pitch. You can do stuff like this easy enough with open source algorithms available online but it won't sound very good.

I'm working on a similar project except it includes hardware interfacing as well (also probably a smaller scope than your project). I'm really not worried about sound quality though, as long as it roughly does what it's intended to do.  STFT frequency shifting using a phase vocoder + Laroche/Dolson phase propagation to change the pitch of the signal and then throw in some auto correlation beforehand for detection and threshold setting.

Yeah in terms of external interfaces I'm going to stick with MIDI, and make the GUI look nice (or at least this is my plan). I'll be using Max, but might consider Java.

Same as Lizzy, I like Reason. I got a rebirth background and I like that software. Lately Reason improved a lot version 6 supports live vocal (or instrument) recording even VST plug ins, making it ideal for people who don't wanna spend gazillions of cash on synths. Since it supports Ableton its a good choice for live performers too.
