Crafting Skill Carrying Over When You Heirloom The Item?

I was wondering if there is any way to make it so that your crafting skill for the item could be carried over so that you don't start back at 0 skill when you heirloom the item. So for example if i have a fighting axe at like 20 skills, when I heirloom it, it would be a heavy fighting axe and on the crafting list have a skill of 20. If people think this idea makes it so that you can craft heirloom weapons much easier, i would suggest, if an item was heirloomed, it gets half or 3/4 of the skill from the one before it was heirloomed.
