What does that message mean exactly?

I heard it reduces upkeep or something...but does it only reduce the upkeep of what your wearing? and how much is the reduction?

Strategus crafting.
It gives you +3 crafting points to whatever you are wearing at the time and -1 to anything you are not wearing.
