If you carefully read the whole text inside that yellow box, you would have noticed that it says your name that you pick for the forums is permanent.
And that you should take care not to register your name together with tag and gen number

Profile --> Account settings --> click on 'change' under 'Username'
I suspect only admins or moderators can do that.
