I think you're paying to refil them, you see, the more proficency you get, the more chances you have to find your stones back at the end of fight, so thats why prof. reduces the frequency of upkeep.

I'm not sure who, but definitely somebody with a hammer, wrench, or some such tool that fixes things in games.  Also, I challenge you to find stones in any map.  There's only grass, and large rocks, so I think stones are imported from somewhere.

You are a proud warrior who cannot be bothered to find his own stones.  You are therefore paying a squire to pick up new ones for you.

or

It's actually not a repair bill.  It's a fine for littering.
Crush your enemies; see them driven before you; hear the lamentations of their women.

In order to provide similar trajectories, those stones are handmade, evenly rounded, balanced and weighted with precision scales. If a piece breaks off, somebody needs to put it back on. And you can't just pick up any stones on the field, cause you might hit a teammate, not knowing how this specific stone will fly.

There is a stone philosopher that everytime you use stones you must pay him a fee to tribute him.

It takes some effort to find good throwing stones, its not like you can just find a stone and throw it. It isn't like modern day where any old brick is a suitable flying object.
