Now that you've gone through all the hard work of splitting up the map into an NA side and an EU side, I figured it would be a good time to try and recommend something that voids all that hard work. Today, I got to thinking that it might be sensible to make it to where each fief has 2 owners (one from NA and one from EU). Each side gets to set their own taxes, grow their own population, and keep their own army/equipment for their side of town.

This would make it a bit more tax competitive as when somebody enters a fief, they can choose which side they want to work/recruit on for which tax rate. Could lower taxes if you only own one half of town to encourage people to work/recruit on your side. Or you could try to just dominate both halves of the town.

When somebody wants to attack a fief, they just look at the two different populations/armies/treasury and go for the easier kill or just attack based off their server preference. If a faction has enough power, they could just win both sides of the town and have complete control over it. But then they may have to put more effort into defending it as an enemy NA and enemy EU could simultaneously attack and split the defending faction's player base as they have to sign up for 2 different battles.
