Since mighty chadz handled the situation, let me explain the pipleline

Okin can read every report that I can read.
He asks me how severe is the case and I translate it
Depending on the situation Okin asks me the level of punishment and I tell him what I think OR
Okin decides the punishment depending on the case

But

Kociks case doesn't need translation, the moment Okin knew the account details he took action. But I usually tell Okin my opinion about level of warning. %10-%80.
