With a thought to the bonus: Text mentions both arms and armour so a reduction in upkeep seems plausible since upkeep is all that all items have strictly in common. Still, it hardly makes much(but a little) sense that experience with a given combination of gear should pay off like that.
Imo a "set-bonus" kinda thing is possible, providing advantages with current gear when all is weared. It certaintly is realistic that a fighter should be more proficient with a set of items after breaking it in. Following that line of thought I'm thinking a reduction of the wpf-penalty from armor. In this case weapons would not be directly affected but are atill neccesary for set-bonus.
