I generally like your ideas--I have two others:
1) lengthy polearms are too fast--even a warrior with high agi and athletics shouldn't be able to swing that long a weapon as fast as they are (reduce their swing speed slightly);
2) repair costs are still too high--why have heraldic armor that gives players a realistic medieval visual tone, then make the repair costs so high they can't afford to wear those cuirasses? If repair costs CANNOT be lowered to maintain game balance, then maybe you could design a lower maintenance cost chest that has the heraldic emblem blazoned upon it (you could make this expensive armor to BUY, inexpensive armor to maintain). People running around in wedding dresses undercuts the medieval tone of the game, IMHO.
Also, I don't agree that throwing should be in any way nerfed, since the low number of thrown weapons per quarrel offsets their damage advantage over bows--I agree with increasing bow ammunition slightly, and perhaps adding a "draw" animation to slow shots down very slightly. But bows ARE NOT crossbows, and their speed should indeed be substantially higher than crossbows.
