The GOOD:
If Valve was looking for a painful and nasty punishment, they really hit the nail on the head. A total chat ban is extremely frustrating for the person banned. Probably enough to make them consider not speaking again for the next few matches if they have nothing nice to say.
The BAD:
"Nice to say" is a relative term. A player might simply not agree with the your approach to the game. They might feel embarrassed about their horrible hook with clockwork into 5 heros that results in their immediate death. They might just be having a bad day, and playing poorly in that particular match. Having played with the old report system since it was first introduced, I can tell you with CERTAINTY that these are all reasons for which a player will report. This in effect, limits expression out of fear for how your words will be heard. This is a rule by force, rather than respect approach to cleaning up the community. People turned on S2 very quickly for this type of approach.
A total chat ban is not only a frustration for the person banned, it is also a frustration for any future teams that they are a part of throughout the term of their ban. It is CRIPPLING to any higher skilled matchmaking game. The use of chat is so important, the effect of NOT speaking angers your own team. Sometimes resulting in more reports.
The UGLY:
The system WAS.NOT.NEEDED. Already implemented, is a way to mute people. If people are sick of how someone is talking to them, with two clicks of their mouse the problem is not only gone, it will never occur again from that player. Why in the world did Valve feel it was necessary to punish people with a CHAT BAN, of all things? People can already fine turn who they hear and who they don't. If some guy wants to rage, hes muted. It's incredibly simple AND effective.
THE SYSTEM IS AUTOMATED!!! How did this ever make it into the game? I'm literally shocked. It is as if Valve employees never play solo. An automated system is absurdly easy to abuse, specifically for people like me who play 90% of their games solo. A team of people who don't like how you play (which is not reportable), or are losing a game, will normally turn on the outsider and scream for his head. Even if you have said very little or done hardly anything wrong, they will find you and use you as their scapegoat until it makes them feel a little better inside.
TLDR version anyone can report someone for chat abuse resulting in an automated mute, that stacks. 1 day 1st report, 3 days second report, 3+ week long. It not only mutes all in game chat/VOIP but also in party chat, chat rooms of any sort.
This IS MADNESS.
