Suggestions Corner / SIEGE - Defender Respawn Timers

The Siege Defender respawn timer should be lower when there is less than 20 players per side.
For late nights, it's impossible to defend when it's 10 on 10 with 30 second respawn timer.

So what's up with the 2nd heirloomed bec? It shows tempered on my character sheet, but in game, it is still Balanced?
Apparently this has been an issue since May 2011...?
