So you can still make mods, but you have to sign to that bullshit and use their system, where mods will be filtered. Hopefully they can make it so that if the modder doesn't want to charge for it then it's free and all we'll really miss out on are the nude mods. I wouldn't be suprised, if someone cracked whatever mod DMR there will be for it, though.
Perhaps you're right, but from my experience with their creation club, it was pretty bad compared to nexus. Plus they might make it impossible to earn achievements while your game is modded as they did with updated versions of Skyrim and Fallout 4. The more I think of that game, the less optimistic I get; since if I recall correctly, they didn't use Obsidian for Fallout 4, and they probably won't ask for their help either for Fallout 76. Bad design kind of forces people to use mods to fix the flaws of the game, and if they're hard to reach, or even worse, behind a paywall, it'll be a shitshow.
