How about this:
new players start with the normal base xp, but they can "buy" higher gen bonus, i.e. $10 will buy gen 2, etc. Older players stay the same.

after patch u get xp even when u r dead, before patch u could die and get no exp even if your team won the round.
it does take a long time to hit 31, and the rewards are not really worth it unless you want to collect masterwork items, but that is how the dumb patch works.
