From what I've seen of it on NA and EU it can affect the other servers as well. Usually when it happens I see around a quarter of the players get struck with 500+ ping for anywhere from 5 to 15 minutes.

What about those of us who predate strat all together? I'll have you know I was brought from Native to cRPG in the hull of a slave ship along with dozens of other innocent nerds as part of Ecko's NA-EU slave trade. We were forced to populate the first cRPG server to act as cannon fodder to pad EU KDRs and egos. It was a dark time.
