Tried a HA jumping to level 30 and had a good time.
How is this planned setup?:
At Level 31 (Retirement)--->
Strength: 15
Agility: 24
Hit points: 50
Unused skill points: 3
Skills to attributes: 6
Ironflesh: 0
Power Strike: 0
Shield: 0
Athletics: 0
Riding: 6(Thinking about bumping to 8 as I have 3 extra skill points left)
Horse Archery: 4
Power Draw: 5
Power Throw: 0
Weapon Master: 8
One Handed: 1
Two Handed: 1
Polearm: 1
Archery: 174
Crossbow: 1
Throwing: 1
I have also seen recommendations on focusing on strength and power draw, leaving your HA skill at 3.
However, I am not sure if I would be willing to give up the accuracy on horse for more damage. Thoughts?

HA3 is still quite innacurate. HA4 and your build is pretty much the cookie cutter.

All of my HA have had no more than 3 HA. I can tell you that at HA 3 you will be competitive, but when you encounter a truly skilled HA opponent, he will dominate. That extra HA skill is vital to making longer distance shots.
The good thing about making an HA build with only 3 HA, is that you can hybridize and pick up nice things like powerstrike and athletics. This allows you some melee capability and foot archer ability.
It comes down to what you want to do, really. If you want to stay pure HA, go with the 15/24 build. If you think you might get tired of only being good at HA, then consider a more hybridized build.

After much testing and theorizing, that is actually the most viable build for lvl 30 HA.

HA 4 is a need, and PD 5 its also a need, with 4 the damage gets ridiculously low (specially with unloomed gear). So no much to go around.

What pays off quicker, bumping up PD or going for agility/HA first?

Hitting is pointless if you do no damage. Pump PD first and just stay on the ground (saves money as well) until you have 3 HA.
You're probably best off running around in peasant clothes with a pitchfork until level 15 or so anyway. You won't kill anything with archery below that, so you might as well make more money.

I have HA 3/PD 4 already, but I am thinking of going to PD 5 straight away(have some unneeded skill points lying around).
Learned the hard way that archery unlike melee is very hard at low level. :(
