Does adding HA skill points add accuracy to crossbows while on horseback (moving)?

Yes. It also affects Throwing.

Horse 'Archery' is just a catch-all for ranged weapons.

Edit: I should clarify that it doesn't add accuracy, it just reduces the penalty for moving and shooting on horseback.
