Title: question about requirments and base damage

is the damage that it says with bows, throwing weapons, etc. , it that the damage the weapon would do with the requiered requierment, or the damage it would do if you helt it with 0 PD, PS, PT or STR?

I believe it's the latest.
The damage it does with 0 skill.

because if so, you would do a lot more damage than it says on the item

Yes, you would. It is the base damage that is shown, all the bonuses (str, ps/pt/pd or wpf) is added to that damage.
