I want to know this before I put points into it, how much do I need per point or if that is some mystery how much do I need for 3 power throw?

keep in mind armor lowers WPF, so you'll need a bit more.

The wpf requirement on throwing is stupid and needs to go away. If they want people to spend wpf on it, just make the reticule huge at low wpf, but at least give us that choice.

You sure it's 14? I think I got away with just 13 some time ago.
Anyone tested recently?

So if I have 3 PT, and 42 wpf, will the reticule be small? Would it be even smaller if I got 60 wpf, or does it cap at 14 per PT?

I guess its like every ranged wp, more you have in wpf more your reticule is small.
The cap is in the other way : you can't use your throwing wp if your wpf is not as much as PTx14 (or 13).
So with PT 3, you must have atleast 42.

High wpf will only make the reticule small(ish) on the lower tier weapons like the ninja stars, war darts, and throwing daggers. The high end stuff like the throwing axes, jarids, spears, lances, will always be fairly inaccurate. I find it best to get the bare minimum wpf that you need for whatever your armor is that you are wearing and then put the other wpf into a melee weapon.

I got wpf to 150 and didn't notice a significant improvment in the reticle, it was better but only by about 40%. 6PT and 8WP then I droped it all the wpf into Throw. It was a fun build hurrling ninja stars into peoples faces, but it wasn't really that usful. PT10 with WP4 and about 120wpf on the other hand is really fun with throwing spears. You can really beat up a polearm or 2h tin can and a shot to the head can really put an end to them.
The one thing I haven't tried is a horse skirmisher with horse archary that would be awesome say 5PT 9ride 9WP and a curosour hopefully the extra speed would make the spears devistating.

Speed doesn't have an effect on projectiles. PT 10 requires a minimum of 130 wpf after the armor reduction has been accounted for.
