on your characters list check if he is not "Regular character (skipped the fun)"
in case you are new there is 3 kind :
-Regular character
-Current hero (wich dont have acces to free respec every 7 days)
-Regular character (skipped the fun)
this last one is stuck at lvl 30 but you free can respec anytime u want without loosing anything
