Just made to look like one, they talk about making it modular so you can hook up your own hardware as well as have a built in air filter for when you visit Beijing.
It would probably be cheaper to use motorcycle helmets for the accessible production capabilities but I doubt it would be usable as a high impact helmet.

Why make it a helmet? Wouldn't a gas mask + goggles combo make more sense? Or when you're at it make it a full suit. One that you can wear in an office.
