With riding affecting both top speed and acceleration, you could do some different tests like time between fixed points when at top speed, and then time from a stopped point to a fixed point. I suppose maneuverability could be some kind of turning radius test when at full speed, hard to measure though. Almost need people of different skills on the same server with the same horses, have everybody do a full speed turn and see where they end up.
You could do a fixed course with a series of turns for overall time (like air racing), but the variability would seem to be high without a huge number of runs, can't see the small % difference very easily.

I don't know the percents etc., but if you get 10 riding and courser you can be sure you will be the fastest person on the map (unless there's someone with riding 11 or higher ;) )
A combination of courser + 10 riding + 5ha skill (ideal accuracy even at full speed on your courser) + 10wm (189wpf in crossbows = fast reloading) + light crossbow = non-ranged cavalry killer. Sniping at full speed (well, I mean short-medium distances, ofc) = priceless.

but if you use a courser with 4 riding skill and you are stabbed, you're dead anyway. so why not fly like al_adin from your horse while dying? :D

The thing is, you get a very noticeable buff in acceleration, deceleration and turning angle when you increase your riding skill. So it does more than making up for the additionnal speed.

Sacrificing sumpter's would be more preferred.
