requirements to weild heavy norman shield?

diffichulty 4

i have strength way higher but agility of 3 is this why?

Naa, for shieds you need shield skill not strength or agility.

does agility or strength contribute to being able to put skill points into shield. i noticed when i put point in str i was able to spend points in other skills.

You get to put a point in shield for every three point in Agility, I.E. you need 12 agility to get 4 shield skill.
