Using a 2h from horse is still considered a 2h. You still use 2h wpf and it is still 2h mode, even though the animation is with one hand. All weapons have a reduction in damage (30% i think) when used from horse. Check Vargas's toolkit for damage calculations

1h/2h weapons only receive a penalty from the shield when used on horseback. They will not receive the penalty that 2h weapons receive from horseback.

This ^^ + you get a speed bonus damage if your moving. The faster you go the harder you'll hit.

i heard that 1/2 handers get 35% damage penalty when used on horseback and with shield and that 2handers get a 30% damage penalty on horseback

If a 1h/2h use a shield they get a penalty. If they are used on horse they get a penalty. They are the same amount BUT they do not stack, so using a 1h/2h with shield on horse is the same as using one with a shield on foot or on a horse. 2h used from horse has the same penalty. This is because you normally have high speed and thus high speed bonus so you will still do more than normal damage.
