Title: Does Power strike still cap at 10?

I heard Power strike does not cap at 10 no more is this true?

Yup, no longer capped at 10, now 15.

All skills were increased to 15. Only limits are on power draw/power throw because of the new wpf requirement.

someone said that the ps bonus is lower with bigger difference between ps and wpf, to prevent strenght or agility builds.. is that true?

No, PS is not linked with WPF (PD and PT are).

Do you know the exact WPF per PD/PT?
Or would it be safe to say that 1 WM equals 1 PD/PT? ( If you spend all the points in the correct prof? )

It's 14 WPF/1 PT, don't know if it's the same for PD.

If you go for a balanced build it's definetly not a problem (for example 24/18 archer build).

Also remember that armour reduces your wpf.
