Card: GeForce GTX 760
CPU: AMD FX(tm)-4100 Quad-Core Processor
Mobo: Gigabyte GA-M68MT-S2
RAM: 8.2 GB
2 500gb HDD
Windows 7
Budget: $200 max, would prefer to keep it under tho
Truthfully ive been meaning to upgrade before FO4, but im a little late. I can run minimum requirements for it but not Recommended. I think its my AMD cpu that needs an upgrade the most, its the whole AMD 2 physical cores 2 logical cores thing they do. really feels like it holds me back. what would you guys recommend?

In my opinion, that rig isn't in dire need of an upgrade. I'd keep the 200 bucks and wait for my system to get truly outdated. Doesn't look like it is worth it right now.
If you insist though, Saxon recently posted this: http://forum.melee.org/general-off-topic/amd-fx-9590-4-7ghz-180-was-730!/?topicseen
Have a look. Your mobo is supposed to have an AM3+ socket. Should be fine to get a processor upgrade.

Well, you can't go wrong with an SSD, as long as it's good. You can get a good one easily within that budget and then transfer it to a new PC, whenever you get that, and it is easily going to give you the greatest overall performance boost.

Buy a new cpu and stick it in there.
Bonus points for hunting down a second hand one.
-
I'd say either SSD or CPU, it's true your CPU is getting old and might be bottlenecking some games.
-
Buy the same CPU and crossfire the CPU's.
