So if a new player unaware of the rules is to join, they are instantly permanently banned without any warning whatsoever?

Generally, ban one day to three days, severe penalties up to a week. As for your situation, I have asked the admin.

About the Japanese, now most of the young people do not hate. Officials can not represent all people.
