Title: Disable commander polls after 30 seconds into battle

I have died countless times in battle due to someone polling a commander vote during the middle of battle. Usually people do this to troll and sometimes by mistake. I suggest activating it for the first 30 seconds of battle and then disabling it for the rest of that round. Just a suggestion.
