If I'm Cavalry with heavy lance what i should heirloom first arabian warhorse or the heavy lance? my build is 18/21

I would heirloom the horse 3 times then begin heirlooming the heavy lance.

It is a good horse, and how the rider uses that horse, that makes an effecetive cavalryman; the weapons and armor of the rider are of little consequence, merely different variations of the same theme.
And honestly the number one reason for me dieing as a lancer is my courser. It's delicate, and archers love shooting gigantic targets. If heirlooming your horse gets it more HP, maneuverability, or speed--anything that increases its survivability--then I highly suggest doing that.

I'd say heirloom whichever one you are sure you will use the most. I don't play cav, but if you value both equally then I'd say the horse.

Lance, you might want to change the horse but when you settle with a lance you will probably use only that one.

Horse, because the bonus damage on a lance does not compaire to the bonuses the horse will get, the extra speed and acceleration alone will enable you to deal more damage with your hits and your horse will also be a bit tougher, giving you more chance to stay on your horse and stay alive.

The only real reason to loom the lance over the horse, is if you're worried about upkeep.
