Title: Can't attack cities

I can't attack cities in strat? Tried to siege New Narra but it wont let me attack it. Any reason why?

I have almost 400. I attacked a city earlier with even less and it let me do it.

Don't you need one third to attack, New Narra is pretty fortified. I could be completely wrong.
