Yep. Not a terrible movie but its a whole bunch of those arrow matrix shots. Its entertaining to watch.

Like the above posters said its War of the Arrows, but you don't need to pirate it, its on Netflix streaming service.

I dont even saw it ^^ but I got it.

And it was particulary difficult to make a gif with the avatar website restrictions. 7.7 secondes for a 22 secs part.
And you can even see that my gif is not really perfect like i would like make it :)
