I disabled all mods at first... then I did a fresh install and ran it vanilla only. Problem persists.

I dunno what's going on dude. Especially if you did a clean install and are still having the issue from the OP as well.

tbh idk, but i exported a ton of lod meshes and it wurkt

now I'm just tweaking minor things to make stuff look better

Vanilla LOD is pretty much horrible. Grass mods make it much, much better.

What mods do you recommend?

Grass on steroids : http://www.nexusmods.com/skyrim/mods/33582/?

With tweaked settings you can get small and very dense grass, makes exteriors gorgeous.

Use the memory patch http://enbdev.com/ctdfix.html then up your uGrids like a madman. Boom, gorgeous long distance view.

memory patch comes included w/ skse 7.0 or later (if anyone was wondering)
