why does no one use cleavers i think they are the best weapons in the game....

People do, However (to rattle a few things off):
They look ugly to some people and good to others.
They are not particularly fast.
They demand good footwork due to being short if you are talking about the one handers.
They are easier to block due to only having three attack directions instead of four.
They don't do pierce, nor blunt.
All of the above are a few reasons why some people may not use them.
EDIT: I am assuming that we are also talking about the Military cleaver and the War cleaver. If you are talking about the normal cleaver, then another thing is that it can not block (which is a sin for me, as even with a shield I still want a fast weapon that can block in case it breaks or I have to fight an axe user).

Personal preference mostly.
The cleaver is shorter, slower, and essentially does less damage than the long dagger (no piercing and only 1 more cut)... but it's a goddamn cleaver *evil*

They're ugly.
The war cleaver is unbalanced, so you can't feint with it.
The 1h cleavers are short and slow for 1h weapons.
There's just not anything special about them. They do cut damage and that's it. They do have good damage, so there are still a number of people who use them, they're just not popular.

Lies! Fainting with unbalanced weapons has its stong side. Very often the animation bugs and the opponent has no idea of where you are hitting from.
Ohh and yes some people (very few) do you the war cleaver - I am one of them, but to be honest normal two handed weapons like greatswords are just a lot better than all the other weapons.

cleaver is a unique combo of damage and range without the often times useless thrust attack
for someone who can control their swings the grosses messer is better. Or an axe if you are good with foot work

From a 2h point of view most people want the thrust attack as it's usually the most powerful. They miss the 4th attack direction and for a class that uses manual blocking, if your opponent can only attack you from 3 directions and you can attack from four, you have the advantage.
I like the 45c damamge of the war cleaver but other 2hs are just better.
