Allow the consolidation of alternate characters

eg pushing all the items/xp/gold into one char.

Have a 20% xp cut like a respec because we can't just have nice things.

I would like this, personally because I haven't played on an alt in over 2 years. Would be a good way to rid them off of my character page while making the time, though small, I put into them useful in the end.
