Basically, further into the round you are, the slower your horse is?
Normal speed, up until the last ~20% of a round, then it progressively gets slower until donkey speed™ is achieved at ~10% of the round left.
e.g. 6 min round; 360 seconds, so for the last 72 seconds (1 minute and 12 seconds) your horse would get slower until hitting donkey speed™ at 36 seconds left.
Just an idea, haven't thought it through much yet, but it's possible to code and could help with the MR (mounted range) problem.

Had that in nordinvasion, resulted in range having a significant boost in ability vs cav.
First hit cripples the horse allowing an easy follow up to end the rider/horse.
I don't want to mess with the balance too much, mainly marketing this as a counter for mounted range (MR).

Or how fast you keep riding your horse. Kind of like stamina bar that allows you to go full speed again after you've been riding slowly/stopped for some time (nothing dramatic even when you run out of stamina, but in order to get the best possible speed you would have to give the horse a small rest. I could imagine this giving a way for melee cav to escape ranged cav in some situations).
Wouldn't make much sense to everyone go donkey speed at the same time... Poor pure melee cav builds if that would happen :D.

I think that might be a bit too intensive on the server (checking how fast every mounted player is going at regular intervals).

I guess you're right but your suggestion would majorly fuck up pure melee cav if this would be implemented... Especially when we know that melee cav is best used defensively. It takes some time on the round for a lancer (for example) to be effective and reach full potential. Most maps not in the last 20% of the time but it depends.
Then again a good melee cav can be deciding factor at the round end if he plays his cards right and does good with the team mates. I wouldn't want to take that away either. Cav + inf/foot archer team play done right is so beautiful if it works at the round end :)

Giving mounted ranged some penalties on moving as San proposed would be a better idea, because cavalry would become a natural (and mutual) counter to ranged cav.

It also could be for a few moments so the horse could catch its breath, then resume charging again (sort of like a "sprint" of games such as call of duty or battlefield).

Or you could make it in terms of % of your team left. 50% of your team left your horse goes to 80% speed, 25% left goes to 60% and if there are 10% or less than five players your horse collapses from exhaustion and you get to use your legs.
It would help kept those end of round cavs from caving.
Note: IMO I don't support the idea but if implemented it would be better with team % insted of timer.

Let's just make it so the horse gets bumped instead of the guy on the ground. How else can we nerf cav?

How about a madness meter? The more arrows inside of your horse, the more frantic it becomes with a boost to speed and maneuver.
