Title: Remove character stat requirements to hierloom items

It sucks that if you are say infantry and hit lvl 31 retire and want to make a archer or cav you cannot hierloom a bow or horse. I get why this was implemented, some petty realism ideas. but gameplay first and this "feature" is hurting gameplay, so please remove it.
