Title: How does the forum work: (+ X hidden) are viewing this board

Who are these people who can read a topic and be hidden, and why would they do that? Is it developers or moderators who don't want to receive personal messages all the time, or is it a function anyone can use, and there are smart reasons to use it other than feeling more obscure?
